Ukraine

Business incubation systems were introduced in Ukraine in 1995 - 96. Currently there are around 10 incubators offering facility and consulting to clients. Business incubators are funded by government, municipalities, and universities. By typology they are technological, mixed and targeting specific groups (Women's incubator). Business incubators in Ukraine have association - Ukrainian Business Incubator and Innovation Center Association (
UBICA)

Russia

Russian business incubators in most cases operate as government and municipality finance entities, although there is small number of private, for-profit incubators. Purposes of the incubators are innovation development and creation of job. Therevailing number of business incubators are occupying relatively small space - 400 - 1200 m2.

Kyrgyzstan

Business incubation in Kyrgyzstan started in 2001, with an incubator project in Bishkek, funded by German Organization for Technical Cooperation (GTZ - Gesellschaft fuer Technische Zusammenarbeit). Starting from 2002, 5 more incubators were founded by UNDP. Business incubators in Kyrgyzstan are mainly aimed at creation of job places. Kyrgyzstan has association of business incubators - Association of Business Incubators of Kyrgyzstan (ABIK), serving as a tool for experience exchange between member incubators.

Uzbekistan

In 1993, UNDP and UNIDO implemented the project "Creation of the Pilot Business Incubators and entrepreneurship Development", as a result of which 3 incubators have been created. Considering the positive result, UNDP together with Uzbek government started 3 more business incubators. In 1996 - 2000 government increased number of business incubators up to 23. To coordinate incubators' activities, protect their rights, and share experience, Association of the Business Incubators and Technoparks of Uzbekistan (ABIT) was created in 2000.The association is functioning as the administrative roof of the incubators in Uzbekistan.

Kazakhstan

Business incubators started with a government program in 1999. In 2000, the Kazakhstan Association of Business Incubators and Innovation Centers (KABIC) was founded. KABIC has, different to Uzbekistan, no administrative function and is focusing on network development between incubators in Kazakhstan, international contacts, and lobbying of incubator interests towards the government. In 2002, about 45 incubators and technology parks were operating in Kazakhstan, mainly publicly financed. In the following time, a significant number of these incubators were closed or turned into business centers, due to unstable commitment to the maintenance among local authorities. One incubator (Uralsk) is managed under the roof of a university. One incubator (Shymkent) is operating as a NGO. UNDP has been planning an incubator project designed as a public-private partnership together with a major international oil company and the government. The government has launched a technology parks program in 2003, aiming to establish 3 specialized national technology parks (ICT, biotechnology, petrotechnology) and at least one technology park in every Kazakhstan province.
